Proposals Timeline

2024 Budget CIP for Westwood (Brian Kulpa’s sixth budget):  $37.4 million (plus the now acquired aspect debt of $7.85 million). Totaling $45.2 million with acquisition.

  • The land was already acquired in the spring of 2023, by use of general town fund debt of $7.85 million.

  • Brian Kulpa’s recorded CIP plans for the Westwood property proposal was to construct a “recreation corner, parking lot, roadway, winter market, new theater (for MusicalFare), new Buffalo Niagara Heritage Village building” and to “relocate the Buffalo Niagara Heritage Village Buildings (10+ buildings to move miles away from the historic Erie Canal), purchase maintenance equipment, and at no defined cost note the existing clubhouse” for a total of $37.4 million.

    • $29.1 million was recorded to be general town fund debt.

    • $2.5 million was recorded to be private funded.

    • $5.7 million was recorded to be federal/state aid.

  • CIP projections were categorized primarily under the new “Amherst Central Park” and the “Facilities Department” now was home to equipment only.

2023 Budget CIP for Westwood (Brian Kulpa’s fifth budget):  $33.1 million

  • Brian Kulpa’s recorded CIP plans for the Westwood property proposal was to “construct 16 pickleball” and “acquire, remediate (brownfield), and develop the property” for a total of $33.1 million.

    • $28.7 million was recorded to be general town fund debt.

    • $3.4 million was recorded to be private funded.

    • 16 pickleball courts ($1 million) were also noted to be added for a total $800k of general fund debt and $200k from federal/state aid.

  • CIP projections were categorized primarily under “Facilities Department”.

  • Pickleball courts were categorized under “Youth & Recreation” as the sub-section “Neighborhood/Community Parks”.

  • “Natural Conservation Areas & Trails” sub-section included nothing for Westwood plans.

  • All “Amherst Central Park Related Projects” no longer existed.

2022 Budget CIP for Westwood (Brian Kulpa’s fourth budget, his re-election budget):  $3.5 million

  • Brian Kulpa’s recorded CIP plans for the Westwood property proposal was to “construct 16 pickleball” and “improvements to the sanitary sewer system for Amherst Central Park development” for a total of $3.5 million.

    • 16 pickleball courts ($500k) were also noted to be added for a total $400k of general fund debt and $100k from federal/state aid.

    • $3 million was recorded to be sanitary/sewer debt.

  • All CIP projections were categorized primarily under “Youth & Recreation” as the sub-section “Neighborhood/Community Parks”, except for the interceptor under the Engineering Department.

  • “Natural Conservation Areas & Trails” sub-section included nothing for Westwood plans.

  • All “Amherst Central Park Related Projects” no longer existed.

  • Brian Kulpa’s recorded CIP plans for the Westwood property proposal was to “plan, implement development related projects, construct 135 parking lot on a UB Parcel for the park, 16 pickleball courts, golf improvement, construct a storage facility as a garage and area for Youth & Rec. equipment, and a North Forest Road interceptor” for a total of $17.2 million.

    • $10.4 million was recorded to be general town fund debt.

    • $500k was recorded to be pr ivate funding.

    • $2.5 million was recorded to be federal/state aid funded.

    • $1.2 million was recorded to be sanitary/sewer debt.

    • Reelection year budgets include no spending/debt.
